Why? Whats the logical reasoning why stations should be limited to 2 hd channels? once of which is the hd version of the analog

I mean WYCT in Pensacola has 4 subchannels and it's a pain to scan the radio dial because you have to go through each dial to get to a whole new radio station.There currently isn't an HD2 channel in use on that station. For some baffling reason iHeart has decided it's worth running HD but without subchannels for WKSJ, WTKX and WRGV.
It's a Pensacola station so I guess it wouldn't show up in the Mobile ratings.
Lower audio quality, and worse reception, for starters. There's only a fixed amount of bandwidth to go around and the HD3 and HD4 extended channels are forced to be low bitrate audio with less error correction, as I understand it.
It's certainly been my experience that HD3 and HD4 channels have noticeably less range than the HD1/HD2 channels. WYCT's HD3 and HD4 carry talk, which sounds fine on the lower quality allotments, but they start dropping out while still well in the 60 dBu of the analog. The HD1/2 are pretty solid out into the 40 dBu, if not further.
