Modesto To Have 2 JOSE Radio Stations?

I read in ALL ACCESS that Entravision is expanding its JOSE network by flipping their SUPER ESTRELLA stations to JOSE. Among them is Modesto's KTSE-97.1 but Modesto already has a JOSE at ENTRAVISION's KCVR-FM 98.9. Can't figure that out?
 
because of the signal, each one covers different area.
