I've only been in Montana a few months, but long enough to notice a continuing occurance on Montana Public Radio: They always cut the first minute/intro from national programs whether that be "All Things Considered" or "Performance Today" or whatever network program they offer. Having listened to Public Radio most of my adult life, this is a practice particularly noticable here. Most of the time its to air their station IDs - but if programmed correctly, this wouldn't cover up the intros.
I've lived in states that had a state-wide network (I moved up here from Mississippi which has a phenomenal public radio network) and they never cut the first minute off on a regular basis.
