Depends on how we define "underserved". If the standard is strictly number of available city grade signals, then many, if not most, Canadian cities would fit the definition. But given the fact that the CRTC takes an active interest in seeing that as many demographics as possible are properly served, I'd argue that Canadian metro areas have more programming choices to select from than their American counterparts.
