It's one of CBS' receive sites for KCBS/KCAL. I'm not sure if they're using it to receive chopper video or ground-based live shots, but there it is.
As for FM backups, I'm pretty sure all of CBS' stations are now backed up at the KROQ site in the Verdugo Mountains. There are a few stations backed up at Flint Peak above Glendale as well.
