Multipath issue - booster or LP-fm?

Correct, this is a commercial channel. They will license horizontal only, or separate H & V antennas. But wouldn't do any good in this situation, best to leave the existing c-pol antenna alone and spend the money on engineering in the booster.

The booster can be vertical or horizontal only, but not a good idea because the consumer receive antenna problems I've already mentioned.
 
One other thing you might consider trying on all of this. It's a bit of a game that may or may not work. You might be able to file for a on-channel booster, try it on the weekend or whenever it won't hurt you too bad, etc. When it doesn't work for you (because it's likely it will cause self-interference up where those traveled roads are) you MAY be able to plead your case to the staffers at the FCC that you really would be better off with an adjacent channel translator or one that's only a few clicks off. I've heard sometimes they'll let you convert a co-channel booster to an adjacent to help those that cannot get the co-channel to work right. Again, you are the poster child for someone that truely deserves a translator of some sorts to help fill in your service area. Good luck!
 
Again, it might be more of a solid idea to check around for existing translators you may be able to move in to the area but if that's absolutely not an option in your area, that's when the game-playing might be worth taking a look at :).
