In principal, this makes a lot of sense. I would think royalty rates would have to be lowered across the board in order for this to get anywhere though, and given the way Congress has acted in the past, I'm not sure whether that's going to happen. We already saw a number of online only stations shut down after the last rate increase. Does anyone here buy the argument that music radio in this country is dead if this passes? I do think this is something that needs to be done, as I've for years thought it ridiculous that internet only stations have to pay so much more than over the air stations.
