We deal with about 50 people on our 'list'. Everyone has their own 'list'. It's built over time by developing relationships with industry people. Remember you have to be able to give something back for getting free music. If you're station only gets 20 listeners, it's not worth the costs of the labels. They need to see a return too.
Spend the money, get a good library. Prove you can make an impact on the scene and you'll start building your own list.
Most internet stations pay for their music or download it from itunes or ptp.
Bret suggested Promo Only & Radioactive. They're good services, but there is a lot more out there. You won't offer anything new if you only use those services. Why don't you try joining the staff of an existing station?
