Music Tracks on ABC15 Screwed Up Again

It's happening again. The lead-in music for both "Last Man Standing" and "Malibu Country" is so low volume compared to the normal volume for the show that you can barely hear it.

Why does this keep happening?
 
They must've cut their engineering budget along with programming and news. They're looking to return the station to pre-2003 mediocrity.
 
I can't even figure out how they could make this happen. I mean, the show must be downloaded from satt sometime prior to broadcast (or else they are picking it up real-time from satt?). Without some engineer dipping his fingers into the sauce how could the audio even be tweaked to do this?
 
Are these ABC shows? Most of their network stuff is on a one-hour delay; I believe
they "ingest" it into a server (don't think they still use video tape).

Yes, back to back shows on ABC.
 
Perhaps the screw up is on networks side. To ingest, one of the basic checks is audio and video levels, hence tone and bars. If the audio check comes at 100%, then it's possible the intro music would be ok, but rest of the program audio would be at around 115% making the music track sound soft? Just a shot in the dark, I don't watch ABC programming, except for Kimmel and here were/are times when a repeat had/has so much audio compression, one could taste the tin from the tin can he was performing in, courtesy of ABC or KNXV.
