Could this be a look of things to come for a station in Syracuse

CITADEL AAA WOKI (98.7 THE RIVER)/KNOXVILLE, TN is flipping to 98.7 EARL FM under a familiar-sounding moniker, "We Play Everything," at 5p local time. The station, which will be programmed locally by crosshall sister Country WIVK PD MIKE HAMMOND, will draw from the best hits of the '60s, '70s, '80s, '90s, and today for its playlist. The station will launch with no personalities, and debut with a maximum of 7 minutes of commercials per hour. EARL is being modeled after sister KDRF/ALBUQUERQUE."

I am just a listener, don't know anything about radio, but I do have a question!

If a station goes with no personalities, and the ratings hold or increase, is it likely that the cost savings will be reflected as lower, more cost effective ad rates?

No,the rates are based on listeners to the station not the stations ability to control expenses. Although the profit margin goes up the more you control expenses, business 101.
Hence, the more listeners the higher the rates.
