Mystery Russian or Polish station on AM 1690

Down here in Phoenix, I was listening on the X Band on AM 1690 around 10:45 P.M. MST when I heard what sounded like a Russian or Polish station. I only heard it when I had my little Sony portable LIV radio facing in a north-south or northwest-southeast direction. When I turned the radio east-west or northeast-southwest, I heard a Radio Disney station. I later identified this station as KDDZ, which I found to be from Denver, Colorado. The Russian / Polish station was surprisingly coming in pretty good at times.

I did a google search and couldn't identify the 1690 Russian or Polish station I picked up. Any ideas on what this station could be? ???
 
KFSG from Sacramento has got to be it. Last night, after I heard the Russian talk, I thought I heard some Chinese talk as well. The Wikipedia page says Spanish religious, but it's definitely not that format anymore. It does have a pretty decent signal when it's not fighting it out with Radio Disney from Denver.

I guess KFSG used to be the call letters for a famous station down in L.A. as well.
