Mystery Station on 1690

Hey everyone. Normally at night on 1690 I can get a weak signal from the CNN Headline News affiliate from Maryland. Tonite I'm picking up a some-what stronger station on 1690 playing Foreign Language Music. I listen through the top of the hour and heard no Legal ID leading me to believe that is a pirate? I should mention I'm in Southington, Connecticut.
