Mystery Tower in Kansas

It has an even number bands of color, and the top's not red. What's up with that?
 
The bands are uneven
 
I can't tell for sure because of the lighting, but it looks like the tower doesn't have any red paint where the #2 red band should be.

it appears that the bracket is mounted to the tower on one side only, versus the tower being centered inside of it, and the number of guys change...and are there really only tow guys at the top?
 
The guy wires are attached to torque arms (sometimes called star brackets). There are six wires at each torque arm level - three pairs with a pair to each anchor. This arrangement prevents the tower from rotating along its axis which could cause the highly directional microwave antennas to lose signal in high winds.

I dunno -- it doesn't look like 300 feet to me, but I could be full of it. Judging by the size of the building, my estimate is that the microwave dishes are at around 75-80 feet. As a previous poster commented -- it looks like it was designed for high wind loading.
