NAB - What do they want Congress to do?

Congress/FCC sets the rules for USA broadcasting (technical and a few content limits), other than that, it's the obligation of the station owners to make their stations profitable.

Do broadcasters want Congress to "breakup" some tech companies?

What they say is that broadcasters are treated unfairly:

For example, radio stations are subject to payola laws. Streaming broadcasters are not.

Radio stations have a lot of legal and technical regulations, including ownership limits. Streamers do not.
