Name the sample "Music makes you lose control"

I think old age is starting to get to me, I can't remember what track the sample in the new Missy Elliott song is from. I ask for this info as I heard a DJ over this past weekend claim the sample is from some techno track from 1999, anyway, let me get to the point, I know that he's wrong, because he played that track from '99 and that's just not it (for one thing, it's only a sample of the one line)

I remember a track from the early 80's that has that segement both songs used, and I remember only a little bit more than the sample (which is "Music makes you lose control")

Here's what I remember the intro is where the sample comes from and is a typical military march type of thing which went like this... "I don't know but ____ been told, Music makes you lose control..." the blank being either "I" or "You've" and this is followed by either "count off" or "sound off" "1, 2" and repeats, and goes into the actual song right after this intro.

Any clues? It's been bugging me since I heard the DJ mention it.

I can't remember the name of the song but it's by Cybotron. I heard it on the old skool channel that Sirius has called "Backspin".

Ahh, I guess I need to listen to my Sirius a bit more (and to think Backspin is one of the channels I listen to most often)
