National EAS / EAN Test on 11/9/11 @ 2pm

I don't quite understand why NOAA Weather Radio will not transmit the EAN test warning during the national EAS Test?

NWR units are in almost every home and school, and it appears that they can't transmit the EAN code only because the audio message is too long for the Specific Area Messaging Encoding (SAME)?

In such an emergency, if an EAN is issued, I would suggest one of three options:
One: That all National Weather Service Forecast offices should be allowed to go "live" on the air to relay the EAN with a shortened live message.
Two: NWR automation automatically breaks the message into 2 or 3 individual messages and retransmits the individual EANs over NWR?
Three: EAN sent with a brief "tune to local TV or radio" for information message.

It seems to me that if an EAN occurs at night, very few people will have broadcast radio/TV/satellite turned on, but they WILL have their NWR receivers on silent standby. NWR needs to be able to at least transmit the EAN to wake people up to the warning and get them to tune into our local broadcast stations for additional information.

That's just my opinion on the matter; hopefully FEMA will make adjustments to allow for at least the initial EAN to be broadcast over NWR to alert the public to tune elsewhere for additional information.

Can anyone suggestion how to bend FEMA's ear on this one?
