National Emergency Alert System Tested on Dish Network

I was watching CMT this morning (3:00 am CDT) and a screen popped up saying "EAS Channel" then switching to the alert tones etc and saying "This is a monthly test of the National Emergency Alert System". I have to say that is a major lie since the last time I saw this was back on July 26, 2008. So that's less than 3 years than that last message. What's up with that? Might I add, if you have programming that was recording at the time the EAS test happened, they take that chunk out. So you are basically screwed for that 5 minutes they test.
 
Maybe they just tested it a month ago when you weren't watching TV? And if you do watch TV 24/7, then that's a problem in itself.

I also bet that they test it at 3 AM because no one is running new programming and very few people are watching TV.
 
Most cable systems run EAS tests during times when viewers are less likely to watch, usually between 10:30 to 11AM and during late-night hours, so that the most-watched hours are not disturbed. Monthly tests are along the same lines as the weekly tests in most areas, though there are some areas that would get monthly tests at random times, as pre-determined by the regional emergency coordinators.

Take Michigan, for instance, where some regions get tests at uniform times, and others at random times:

The EAS test was actually five minutes long? Most EAS tests are usually 30 seconds to a minute long, unless it was stuck on that channel for 5 minutes before returning to normal signals.

There was a news story from ABC News on KTAR about updates to the EAS to include cell phones beginning July 1. They played bits of an EAS test tape VO'd by Roger Thompson in the package.

I would know if they did test at 3 am. I get up at 2:30 am every morning and they didn't test it last month.

Maybe they do the test at different times, like TV stations and cable systems?
