NBC ratings question

Several times today, I heard NBC's radio ad for "America's Got Talent". OK. It was last week's most watched show on broadcast TV. Fair enough, since we're into the late spring/early summer time for TV, when viewership usually drops. Here's what I want to know: how is NBC quoting 25 million viewers to the season premiere? The Neilsen numbers I saw only said about 13 million viewers. Who's right here? ???
 
Oh, you'll hate this answer: both might be right. :)
The 13 million was the average viewership for the full 2 hour show.
The 25 million may very well be the "cume" viewership. In other words, how many people tuned in to at least part of the show.
It's funny that TV networks are starting to play this game. Cume and average viewership (or listenership) have long been used in radio. Now that there are so many choices on TV, the networks are starting to play that game to prop up their diminishing numbers.

Speaking of NBC ratings: Jay Leno did a spoof last week. THE WEATHER CHANNEL (old logo)--Now with more viewers than NBC! :D
