They would need to be proficient in RF and transmitter installation and antenna tuning.

Depends on the station, equipment, co-workers and money...Im in the Boulder, CO area, and sick of cold weather. 30yrs exp in High power FM and DAs, digital audio, home-brew equipment, GROL.., Extra ham.
