How can I make playlists on Station Playlist Creator with Double Play's from 1 artist every 15 mintues? Is there a special way to do that once you put all the songs in the category?

You may need to just create artist categories in addition to your standard categories. Or, you can "edit" the logs after they are created to reflect the outcome you desire, although that could take some time to do it for four times an hour.

I am very familiar with this software, but can't think of any other way to do that. If you have a paid, licensed, legitimate version of the software, you may want to hit up [email protected] - They've been very helpful in the past.
