need some help with 3 channels

On the Comcast system there are three channels CIN, MILH and MAVTV, these three channels show basically the same programs that are offered on the regular lineup of other channels. Problem is, if you do not have HBO and the all the movie channel packages you cannot receive these three channels. Why is this?, they are regular channels why do you need another subscription to receive these three...thanks...
