Networks airing the wrong audio for commercials

Something strange happened once on TV in the early '80s that I've never seen explained.

I was watching some network sporting event, and the video for each commercial didn't match the audio. For instance, it would be the video for the 3M commercial (hot air balloons and all), but the audio for an Allstate Insurance commercial or something. This happened with numerous commercials during the telecast.

Anyone else remember when this happened? For what it's worth, I was watching one of the Cincinnati affiliates.
