New Air 1 Signals in Springfield

Air 1, the sister network of K-Love is on the air on two frequencies in Springfield. EMF has apparently picked up the 88.3 frequency licensed to South Vienna that formerly was operated by Donald Wildmon's American Family Association, and just today I noted Air 1 on 103.3...this is listed as a translator for WOKL (K-Love on 96.9) licensed to Green Meadows, OH (I have no idea where Green Meadows is..doesn't even come up on Mapquest). For those who may be interested.
 
That's interesting they did not use 103.3 for K-Love but then again maybe it's because RadioU is now on in Springfield at 98.7 so they want to tap into the younger demo.

Green Meadows may be a historical name for what is now part of Enon (sorta like how part of what is now Beavercreek was known as Zimmerman). I had no idea they had another translator CP there, I knew that EMF had scattergunned a ton of translator applications like most of the religious satellite feed types did during the last window.

Probably no point running WOKL on it since the 96.9 signal covers more territory than 88.3 (1kw vertical only that puts a 60dbu not much further west than Springfield to protect 88.1). I think they were planning to run Air1 on another translator CP for 98.7 in the Beavercreek area. Maybe they figure picking it up off of 88.3 via 103.3 unless they are cheating and using a sat feed (commercial band translators must use off-air pickup unless it's an on-channel fill-in). I don't know if the IBAC splatter off 88.1 would wipe out off-air reception at the proposed 98.7 site or not.
 
I'd have thought that a COL would have to at least have a post office! I know the former WGTO (now WFLF) was licensed to an amusement park (Cypress Gardens, FL) but at least it had a post office.

I'm assuming that 103.3 is using 88.3 as the station its relaying, do/did they have to apply to change the originating station from WOKL to the 88.3 station?

A translator is supposed to notify the FCC in writing when changing the originating station, but there's no actual application process for it as far as I know. The letter probably won't show in CDBS.
 
Another one...Radio U translator at 102.3 (W272CD) north of Huber Heights is on the air.

K-Love translator at 106.3 in Middletown (W292CO) also reported on-air.

The licensee must notify the FCC of any changes in the source of a translator. If they want to change the primary station, or how it is being fed they would need to file form 349 to obtain a minor mod to a construction permit.

The primary station, transmission method (off-air, via another translator, sat, etc.) is listed on both the CP and the station license. In addition, if the licensee of the translator is not the licensee of the primary station being rebroadcast, they would need a signed letter indicating authorization to rebroadcast the primary station.
 
What frequency is the station on that is feeding the translater on 88.3 I did not think they had an Air 1 main frequency able to reach Springfield. I may be wrong but are not translaters suppose to receive there relaying signal from a full power station
 
They can be fed multiple ways.

All translators (88-108 mhz noncomm/comm band) may receive the signal directly off-air or off-air VIA another translator (as long as people are actually being served by these and not used as a chain only). If a translator is in the Non-Comm band and FXing a non-comm station it can be fed by any method (microwave, sat, tel, etc.).

If you mean the EMF 88.3 signal, that is WOAR in South Vienna, Ohio
