New AM Outlet In Providence Area?

The FCC Application list for today (11/02) includes a request by Alex Langer to build a CP for a new AM station in the Providence area on 1140 khz (COL: Greenville, RI). Can Providenc ehandle a new AM station? Wouldn't it make more sense to buy an existing (but failing) outlet?
 
This new app on 1140 looks to be an upgrading of his original request, which was for 1 kW-d, 213 W-N from a single quarter-wave tower. Now he's looking for 27 kW-D, 1.2 kW-N
from a 6 tower array.He's protecting Canada's CBI and WRVA in Richmond with the nulls.Hopefully he has a better site than what the 990 is stuck with.Programming wise, he'll probably do the same thing with this one that he's done with his station here in the Philly area, WFYL 1180. It's pretty much a simulcast of the 1060 in Boston...

As as I understand it, 1180 is NOT a simulcast of 1060. It's running seperate progrmaming but the programming from the King Of Prussia, PA studios is remoted to the Framingham offices/studios then sent back to the transmitter.

I heard it might simulcast 650 from Ashland.
