New antenna on the WSYX/WTTE tower

Near the "fork" on the WSYX/WTTE tower is a new antenna that is white and sticking out. Does anyone know who that is for?

Also, it looks like they have a C.P. for 15 KW. Can anyone tell for sure?? Here is the link to the Modification of their C.P.:

Looking at the FCC DB, it would look like they do indeed have a CP recently approved for 15kw! Will make a very nice non-com signal in Columbus.

It's related to Robb Case in some way. Former Chopper 4 pilot and involved with the old Hot 105/107 combo.

The legal representative for this new station, listed on the official FCC application, tells me this about when the station will commence broadcasting:

"Sometime soon, but I cannot give you an exact date."
