Uhh, isn't that why stations were originally licensed in communities like Shelbyville, Brownsburg, Greenwood, etc?

The FCC is considering these LPAMs because they know they screwed up the first time around by giving away the public frequencies to millionaires to play with like their own personal hobbies with no regard for the communities they were originally licensed to serve.
