Comcast has an affilliation deal with NFL until the end of the current "exclusive contract" with DirecTV for Sunday Ticket. Comcast will use this as a bargaining chip to get Sunday Ticket in the future.

Time Warner has been clear many times to the NFL that unless they allow them to offer NFL Sunday Ticket, they will NOT carry NFL Network. Comcast had that same policy, but decided to finally offer NFL Network, and has let them know they also want NFL Sunday Ticket in the future (their agreement ends when the extended exclusivity contract with DirecTV ends).
By the way, TW cable is not alone on the "No NFL network carriage without Sunday Ticket."
