I suppose that is the other side of the coin to the situation here in the U.S. Here, the FCC refuses to get involved at all in format issues and they make no attempt to address listener complaints when stations abruptly change formats that people liked. Hence we have seen many formats like classical and jazz swept aside in the quest for the almighty dollar.
We do have our own version of this, however. We have these guys that come in and make a big plea that they should get a license because they are going to provide a "first local service" to a city that is already served by 20 other stations (but doesn't happen to have a station licensed to it). The next thing you know, the owners are moving that license somewhere else (sometimes halfway across the country) to where they can make more money. In fact we have an entire "move-in" industry down here.
