It's not...

Look at the knowledge base or type into Google "fastcast4u royalties" and see the second responder(also in the KB):
"Yes, a valid music license is required by law when you want to broadcast music or other content on the Internet, unless these are royalty-free. Each user needs to accept our Terms of Services when he accept the responsibity for having a licence that allows him to legally broadcast online. We do not distribute such licenses, to obtain it we recommend contacting a company or organization that distributes music licenses in your country."
 
UK-based company, servers are elsewhere in Europe, and all it requires is the user's word that he/she/they will get a license and, presto, you're on the Internet! I see another largely futile round of frustrating country-hopping whack-a-mole forthcoming for US-based fee collectors.
 
According to Tomgsinger's profile, he is 12 years old.
I don't believe it is even legal for Tom to sign the required licensing documents.
 
To be honest, I've listened to Tom's stream long enough to hear four or five songs.
It sounds pretty good. The music is not offensive. His automation software is (mostly) smooth.

MESSAGE TO TOM:
If you have not obtained the music licensing which is required by US law, please do so.
I would hate to see your plans and dreams halted because your streaming website is not licensed.
 
Thanks, see the post #4, as I quoted some lines from the Knowledge Base. Some servers are US based, hense the "usa12", and the users are required to read the Terms of Use in full, and accept it, which means the user accepts the responsibility of having music licensing contract. Also I'm thirteen now...

USA12 appears to be located in Canada based on a simple trace. Being based in North America licensing is required. You can't simply pass this off to your listeners.
