NEW(FM) 92.1 by Clear Channel in Jackson?

Maybe you guys can help me with this, but I noticed that Clear Channel/Capstar Limited has an APP for 92.1 FM in Jackson, MS.. if FCC approves this, what do you suppose CC will do with the 92.1 frequency once on the air? How many watts could this 92.1FM frequency have anyway?
 
This is for a translator to rebroadcast 105.1 WQJQ so it would not offer original programming. This translator would pump out 240 watts but since it was an application filed in 2003 I doubt it will actually happen. Dont forget there is a 92.1 WJNS licensed to Yazoo City that is a C3 that is northwest of Jackson. I would not expect anything to appear on 92.1 other than that station.
