New FM antenna rising between Stockton and Lodi.

Whose FM antenna is that which is just south of Armstrong Road and east of the 99 freeway, and north of Morada Lane? It has two 4 bay FM antennas on it. One at the top of the tower and one about fifty to 75 feet lower. It is just northwest of the tower that has been there for years. Brand new installation and right next to the freeway if it fell over it would be in the freeway lanes northbound. K-Love perhaps?

Could this be for K-Love's new KLRS-89.7 Lodi?
 
I can't believe nobody knows whose site this is! Its there plain as day! Theres no mistaking it for what it is! Who would have thought it possible!
 
I was directed here in an email since I am very slightly involved with the project.

The tower is for KWIN. Top antenna for main, lower one for aux. If it falls, it will be well within the property fence.

Speculation is not fact.
