New FM Channels in MO.

Any body know the story behind the new FM channels proposed by the FCC Auction70 announcement.

In particular the history on the C3 class 97.3freq proposed for NE Mo between Hannibal and Moberly.
And the 99.1 classA up midstate along Hwy 36.

Who or what is behind these allocations?
 
I can tell you the 97.3 licensed to Madison is essentially the remnants of KCSX 97.3, which was moved into Lees Summit/Kansas City and is now KCXM. As I understand it, Best was hoping to get 97.3 Madison to replace Kicks 97.3, but the FCC said it had to be auctioned. A non-commercial operator tried to get it reserved for non-comm use, but I believe the FCC denied it. Unforunately, 103.5 Huntsville has been reserved for non-comm use.
