Whats the word on WHDX and WHDZ in Buxton? They have a website with nothing more than links to the public files.
www.whdzx.com Owner is David Wilson from Arlington, VA according to the public files.
 
Found this website on Google http://www.worldofradio.com/dxld7042.txt that says these two stations were intended to operate as HD-only, until the FCC had other ideas. I can't find anything on formats, but the stations were both re-classified as Class A FMs, though both are licensed to operate well below the optimum power/HAAT for that class. It's almost as if these are intended to operate as experimental stations, though the call letters usually look different for these kinds of operations.

I think I saw something on the FCC site indicating that one or both were originally planned as C2's but they were downgraded. I don't understand that. And you are right. The ERP of each and therefore the coverage is miniscule compared to a class A. Some LPFMs probably have better coverage maps! Yet these guys don't appear to be LPFM. Isn't an LPFM designated as WXXX-LP instead of WXXX-FM? These guys are bothW****-FM. The coverage maps are actually kind of funny to look at. They are very, very small and even then, much of the coverage is over water. Kinda makes you wonder how many people actually could listen even if they wanted to. I am on the mainland and I can easily pick up all of the Outer Banks stations loud and clear across the sound but I can't hear these guys.
 
Bumping this old thread, just visited Cape Hatteras and here's what I heard:

WHDZ-FM 101.5 - simulcast of NOAA Weather Radio KIG-99

WHDX-FM 99.9 - seems to be a information and news loop about the Cape Hatteras/Buxton area. Seems heavy on recorded congressional hearings about area beach erosion, might be just the times I tuned in.
