New Froggy Signal?

I heard discussion of a potential new froggy signal? Where would it fall? The only logical choice to me anyway is WUKL Wheeling which won't even make it into Pittsburgh.
 
103.5 has applied to relocate from near Steubenville to south of Imperial, PA.

Directional antenna, cardiode with null towards downtown Pittsburgh.
