Ortiz' APP has been out there forever. They got theirs in at the same time all other stations applied for companion channels. After Carlos Ortiz's death, that whole organization has seemed to have fallen apart.
Una Vez Mas' APP also went in at that time, but the competing bid wasn't for K25DM; it was for KVPA-LP ch 42, which was owned by the same company. The APPs went into a mutual exclusive (MX) auction last year, but neither company bid. KVPA's lack of action was understandable; their owner, LAT TV, was no longer in business. They now have a CP to flash cut on 42. KPDF-LP is a mystery; the companion on ch 14 would have been theirs for the taking, but they didn't act. I think they now have a flash cut APP as well, but the CDBS database is down, so I can't confirm.
KTVK's APP on ch 14 is old, from the August 2000 filing, and is for analog. KAET beat them out for that channel by filing a displacement APP on ch 14, which the FCC approved, and has been licensed for several years now. KTVK now has a CP to move to ch 17 in Flagstaff, filed and approved at the same time as the ch 57 -> 14 displacement in Globe and the ch 53 -> 15 displacement in Williams.
Other "NEW" DT apps:
Richard Richards filed an APP for a companion channel to his ch 33 analog TBN station on ch 36. Co-located KFTU got ch 36 for their digital allocation, so Richards' APP is dead in the water. Even if it weren't, Richards was incapacitated due to an accident in Hawaii. His daughter, Florinda Mae Balfour, has been named his conservator and handles all of his business.
KM Communications filed an APP for ch 36 in Yuma, but KAJB got ch 36 for their digital allocation after ch 50 didn't work out. KM's APP is also dead in the water, but even if it weren't, KM hasn't even been able to open the analog station on ch 6. Before they could sign on, their landlord requested that they no longer use his tower for their antenna.
Ch 38 Bullhead City and ch 39 Kingman were mutually exclusive to a ch 38 Kingman application filed by KKAX. KKAX won and has the CP; the FCC has never yet dismissed the ch 38 BHC and ch 39 Kingman apps.
Una Vez Mas ch 47 Prescott was actually planned for the White Tank Mtns west of Phoenix. IIRC, Mexican objection killed that proposal. Besides, the analog companion, KQBN-LP is silent. UVM tried to move it to the White Tanks, but had problems.
Tucson ch 49 went to a MX auction last year, and Daystar won. They have a long form APP on file, but the FCC hasn't moved on it yet.
LHC ch 51: same as ch 49. Tri-State, owners of KKAX in Kingman, won the auction, but the FCC hasn't moved on it.
Tucson ch 56: Mexican objection due to co-channel killed this APP. They just filed another displacement to move to ch 42, claiming co-channel interference from KSAZ-TV. Huh? KSAZ no longer broadcasts from ch 42 - I know: a convenient excuse to get out of their sandwich between KUAT on 30 and KOLD on 32.
