Surrendering a license after the fact doesn't negate a fine for a violation occuring with the license in their possesion.
A lot has happened since WBGD was on the air.
The Board of Ed. clearly didn't see a need to maintain the license any longer.
We have a High School in Clearwater that has indicated its intent to not have books for its students. It is using the "Kindle" instead.

Yes it does. It depends on whether or not the commission feel like it.
If a station is off the air for a year they yank the license. Theyh were sent a letter asking them if they were on the air in 2008 and apparently told them that they were becuase nothing was done about it. Not being truthful with the FCC can get your license yanked. Guess the somehow found out they were being lied too.

inquiries and correspondence.
The Commission or its representatives may, in writing, require from any
applicant, permittee, or licensee written statements of fact relevant
to a determination whether an application should be granted or denied,
or to a determination whether a license should be revoked, or to any
other matter within the jurisdiction of the Commission, or, in the case
of a proceeding to amend the FM or Television Table of Allotments,
require from any person filing an expression of interest, written
statements of fact relevant to that allotment proceeding. Any such
statements of fact are subject to the provisions of § 1.17 of this
chapter."
