New Low Power station signs on

A new low power station signed on today: WDVB-LD from Edison, NJ on virtual channel 23. I'm getting a very strong signal in Essex County. Currently there are 4 subchannels all showing color bars. I'm assuming this station will be broadcasting the Indian programming that used to be on analog channel 36.
