New LP-FM Applications in San Antonio

Well, here's a bit I dug up...

San Antonio Community Radio currently has KROV.

The Martinez Street Women's Center appears to be the only legitimate community organization in the bunch that's currently not in radio. http://www.mswomenscenter.org/

The rest are typical of this: North San Antonio Community Radio appears to be trading off of San Antonio Community Radio's name. There's no "community" in this app...just more bible thumping. Check the address:

Geez! These people never know when to quit breaking the rules and cheating do they? They've been doing this for years! By "these people" I am referring to Antonio Cesar Guel of Hispanic Christian Community Network and Roberto Gomez of Iglesia Jesucristo Es Mi Refugio. During the last LPFM window they went out and filed for LPFM's all over the U.S. They lied and made up addresses, board members, etc. Even the LPFM in Corpus Christi (KXVR-LP) is or was theirs. It used to be under Comunidad Cristiana of Corpus Christi. They don't acquire these stations or even their commercial and NCE stations to expand their ministry they acquire them to sell and make money off them. Even the Radio Ola translators all came from them. Everything they do is illegal and they obtain them illegally. They have been busted many times by the FCC but they seem to always keep getting away with more and more. They are definitely unfit to hold broadcast licenses and just like how the FCC is coming down on Paulino Bernal right now for all his violations, the FCC needs to do the same with this group. All of their TV and radio licenses should be revoked and deleted since all they do is blatantly lie to the FCC in their applications. Just doing a quick search you can pull up some of their FCC violations and fines.

There are a lot more but this gives you an idea of the type of racket they are trying to pull. The Corpus Christi LPFM has been illegal since the day it was granted. They've transmitted from various unauthorized locations, they've never had a community presence, they've been off the air with no STA's for a year here...two years there...etc. I really hope someone with the FCC reads this and puts a stop to all this. These are the type of groups that do not deserve to be broadcasters.
 
I wish you'd tell the FCC about anything you know about these folks. For those who try to play fair and abide by the FCC Rules entities that openly violate the rules sure make it harder. A good friend lost in a MX situation to a group that forged an application and forgot to tell the Church whose name the application was in. When my friend saw the fellow whose name was 'signed' on the application, he wished the fellow good luck on his application. The fellow blew a gasket wanting to get a copy of the application he had no knowledge of. By the time my friend got him a copy, the fellow had been contacted and told about the application. By then, he sort of liked the idea and had calmed down.

Sounds like the exact same thing HCCN did here for the Corpus Christi translator (KXVR-LP). At one of the SBE meetings years ago all the engineers were talking about what they had done. When they first applied for the LPFM they used a church in Corpus Christi called Templo Elim and put down the pastors name. They listed all the board members of the church in the application. The crazy part was when one of the engineers in town approached the pastor to ask if he needed help building the CP he had no idea what he was talking about. He told the engineer he had never applied for a radio station license. The engineer showed him the application and the CP and the pastor said none of those people listed were even on the churches board. They had just flipped through the yellow pages, picked out a church and saw the pastors name listed somewhere and when they filled out the app they just made up names and addresses for the board members. When they (HCCN) got wind that Templo Elim was notified of this, they changed the board members and changed the licensee name to Comunidad Cristiana of Corpus Christi. They have changed the board members name again since then. I think to further distance themselves as being the real actual owners of the LPFM.

Remember that this thread only talks about LPFM applications that list San Antonio as the community to be served. Nationwide, how many similar applications specify the same contact representative (pardon me, Washington D.C. attorney)? Take a guess; hundreds, maybe several hundreds. Isn't a broadcast attorney supposed to be aware of broadcast law? Oh wait, that question is much too easy...as easy as being a "contact representative" and being paid for it.

The really sad thing is the FCC simply does not have the funding to investigate, gather evidence and bring a case against folks like this. You have to give them enough concrete evidence to make it pretty much a sure thing for the FCC. They try the best they can to stop this sort of thing, I believe, but it has got to be a mad house trying to weed through everything they deal with and I'm sure some things get past them. If we can get them to simply question one application we might see them hold up or dismiss this insane number of applications.

I'd think they might try to informally solve any issues versus nailing them to the wall should they find something. These guys at the FCC know all the tricks but you really have to be careful in how you call them out and many times the entities have carefully covered their tracks to make uncovering the truth a time consuming and costly task. That's where we have to step up and offer a little help.

I have no idea who Freddy Gracia (or Garcia in other parts of the application) is but the pastor of the church is Pastor Bill Banda. Nowhere on the church's Facebook page nor the Pastors Facebook page do I see any of those board members.

You're absolutely right, bturner, but someone does need to "call them out." If I ran across an LPFM application which listed the owner of a chain of religious stations as the "contact representative," I'd be asking questions. Does he have, or will he have an active role in the operation of the LPFM if the application is approved? That would tough to prove until after the fact.

In that hypothetical example, if I made the connection simply by viewing the application others could, too. If you're expecting due diligence, accountability and integrity from not only an applicant but also their attorney and engineering consultant in every case, you'd better get used to being disappointed...a lot.

As for better and more interesting things,
Empowering Kids gets 96.7, still no call letters though.
