New LP! or LD

A new station that had that showed the following: K21BI Jacksboro/Bridgeport/Decatur. It is currently a Digital Low Power and is affliated with TheCoolTV at night and MTV at day.
 
Operating via STA perhaps? I'm not showing any application listed for a channel 21 in any of those communities, or for that matter, a fitting application on that channel for Texas at all.
 
When they came on the sign said ERP: 50 watts. Their transmitter is in Bridgeport
 
It is on digital low vhf and only got one glimpse and it went away. Digital Channel 2.

Ohhhh... channel 2! That is completely different. When you said the calls were K21BI, we all naturally assumed it was on channel 21.
Trip is right, that's going to be KSFW-LP.

It's the TV station applications and licenses within about 100 miles of my home in Plano. It makes figuring out things like this very easy.
 
Plus KJJM is moving their signal down to 49 by looking at Trip's chart.
 
I don't think it's KSFW-LD. KSFW is owned by Hispanic Christian Community Network (HCCN), an organization (in)famous in these parts for their phantom TV stations - stations that go through the entire licensing process without having ever been built. Here in Arizona, they just got busted for licensing a station from a tower on which they never had an antenna, which they did to avoid having their CP expire.

KSFW-LP allegedly went silent April 10 and was granted a Silent STA on May 1, pending grant of their LPDTV flash cut application, which has not yet been approved by the FCC. HCCN did the same thing at the same time with their Arizona stations, all phantoms. Knowing their history, I doubt that KSFW was ever on the air.

If HCCN actually fired up a station, its programming should be Spanish-language Christian, likely a simulcast of KVFW 38 Fort Worth. The MTV/Cool TV combo is more typical fare of Mako Communications/Mintz - owners of KJJM/KHPK/K31GL, etc. KSFW isn't involved with any sales transaction applications, either.
