Looks like the CP request for 99.7 has been filed with the FCC: Draft Copy « Licensing and Management System « FCC
The FCC hasn't issued any construction permits yet. Those could be granted for "singleton" applications pretty quickly - conceivably by March or April.
Once a station has its CP, it can build out as quickly as it would like. That could take a matter of days if everything aligns just right. Usually it's more like months or even a year or two.
