Ok here is the info:
TV networks give out affliations to TV stations like a Mcdonalds or the Chevy dealer gives out franchises... You are given a territory to operate as your own.
Lafayette and Lake Charles are two seperate markets BUT since KPLC's tower is in Fenton about 25 miles outside Lake Charles to the east (and about 40 miles west of Lafayette), It was close enough that they were considered good enough to serve both communities. As StevenNOLA found out however,that is not the case. NBC finally pulled the affliation (franchise) for Lafayette due to signal into Lafayette. Technically 3 NBC's cover the area (KALB 5 Alexandria from the North, KPLC 7 from the west, and WVLA 33 from the east) but all still have a good but not acceptable for affliation signal.
There is a new channel going up in the area on ch.50 licensed to New Iberia but is supposed to take over for 4 LPTV stations with the WB affliation I beleive (either that or UPN). Now the 4 LPTV's could become NBC or someone could try to persuade the owner to take the NBC affliation for channel 50 instead of the planned network take over for the 4 LPs
This is the same problem that Alexandria has with CBS. KLFY from Lafayette is supposed to be the affliate there (from what I've been told..However both it and KNOE from Monroe cover the area depending upon where you are in cenla) but between signal and no real mention of Cenla in their news or ads, A new full power station (KBCA 41) was built that was supposed to take the FOX affliate with CBS moving to a main transmitter in Natchez,Miss and going over 4 translators in Cenla to cover the market..However Fox reportedly nixed the deal and caused KBCA to take over the previously cable only affiation of the WB in Alexandria.

On tri-parish's question... KJUN-CA Morgan City BARELY covers it's city of license with a signal at all

Another TV station is on in Morgan City and does a better job to it's community area in signal strength (KWBJ-LP 39) which BTW is a WB affliate

But neither get out of it's general area of East. St. Mary Parish and would need upgrades and channel reassignments to become Full power stations.
Right now, The New Orleans stations except for WUPL's UPN affliation basically serve the tri-parish area (or an argument for some Baton Rouge affliates also can be some what made) and trying to convince a network to put an affliation here would be extremely hard without serious growth potential and prove diservice by other affliates (which right now you can't in a way) BUT when digital takes over however, without translators..the future is looking bleak for many rural areas (that have population like Alexandria, Lake Charles, as well as Houma) and new Full powers may be the answer.
