Just about everyone who matters in radio was in a small market at some point. Giving a person a chance isn't usually a bad idea. If he fails it won't be because he started in Wyoming or Kentucky.

How about if he is anyone who matters or is good enough he wouldn't be working for CC. Is that good enough?

A quote comes to mind... nobody's right when everybody's wrong. Isn't it easy enough to make the case against some of the major group owners' mismanagement without finding it necessary to delegitimize every person in the company? What happens when you do that? You’re just as wrong as they are. Why not just make a solid point that you can defend?

Tom Poleman, John Ivey, Jim Ryan (OK he’s consulting now), Robin Bertolucci, Darryl Parks... none of them is a good Program Director? Yeah, sure.
