New PPM Markets

Forgive me for not going through all 34 pages to see if this has already been covered: I notice that most of the remaining markets in the top 50 will switch to PPM before the end of this year. The only holdouts are Puerto Rico and #48 Oklahoma City. I don't see any indication of further expansion and was wondering if anyone knew why Oklahoma City was left out.

Puerto Rico, a top 15 market, did not "do" PPM because the stations in the market did not want to pay for the large increase in cost, among other things. That may apply to OKC too.
