WLEZ does have a construction permit for 100.1 FM, thanks to some new rules that the FCC released at the end of last year.
Congress actually has a law that prohibits LPFM stations from locating on a third-adjacent channel to a full powered station, but strangely enough, there is no such legislation that prohibits a LPFM facility from taking a SECOND-adjacent position to a full powered station on the dial.
LPFMs that face displacement from a full power FM station are now eligible to apply for 2nd-adjacent frequencies, much as translators are able to do. In fact, 99.7 already has a 2nd-adjacent translator on 99.3 in Ridgeland, and 97.3 has a 2nd adjacent translator on 96.9 (also in Ridgeland), and they don't cause the full power facilities any appreciable interference.
If you're looking for even further evidence, consider WJNT-FM1 on 103.3 FM. They're 500 Watts (twice the power allowed for a translator and five times the power allowed to a LFPM) and they cause no appreciable interference to Miss 103 / WMSI 102.9 FM.
