Also, has 99.9 upgraded it's signal? It seems to be much clearer and stronger than in the recent past.

No change to 99.9 that I can see from the FCC Data, but here is a list of some new stations.
88.9 KXPR Sacramento...CSUS applied for it's former frequency and signed this one on in 1991. Has applied to move the tower North from Walnut Grove to better serve the region.
89.3 KQEI-FM North Highlands...Signed on in 1992 as a Class A. Transmitter is located in Elverta on the KXJZ tower.
89.7 KLRS Lodi...Class B, mew sign on...not on the air yet. Will be broadcasting from the Walnut Grove antenna farm. KXHV 89.7 (Sacramento High School)'s license was returned to the FCC by Sacramento Unified some time back.
92.1 KCCL Placerville. Upgrade in facility from a 3kw Class A equivalent to a 6KW equivalent with a better line of sight to Sacramento in 2006.
93.1 KJDX (New Call letters soon) moving from 93.3 Class C in Susanville to Class A in Pollock Pines at 93.3. Application to move to 93.1 as a Class B1 on the KCCL-FM tower. Clear Channel has bought the station and will probably sign on this Summer. KOSO, Paterson is being downgraded to a Class A at 92.9 from (93.1 Class B) that will only serve Modesto, leaving Stockton behind.
94.7 KSSJ Moved from Carson City, NV as a Class C to Fair Oaks in 1998. The station is now a Class B1 and transmits form the Rosebud Lane Tower,
97.9 KTTA Esparto new sign on in 1995. transmission tower is just Northwest of Woodland.
99.5 KLVS Moved from Grass Valley as a Class B1 to Citrus Heights as a Class A a couple of weeks ago. The station boradcasts from the antenna farm along US 50 near Folsom.
101.5 KMJE Has applied for a COL change to Woodland and a transmitter move to just East of Davis. The station will remain a Class A. KDRT-LP, Davis will become a casualty if they cannot find a new frequency.
101.9 KNTY Shingle Springs signed on as a docket 80-90 drop in on 102.1 as a Class A in 1990... Upgraded to a Class B1 at 101.9 in 1991 and then a Class B around 1996.
103.5 KBMB Sacramento docket 80-90 drop in signed on in 1996.
103.9 KKFS Lincoln Class A moved down from Yuba City in a two step move in 2004-5. Was a Class B1 in Yuba City.
104.3 KXSE Davis is an upgrade from 105.5 in 1992. The old station was 3kw with a transmitter near Dixon. The current facility is a 6kw Class A equivalent with a transmitter just west of Woodland.
105.5 KSAC-FM Dunnigan is a move in from Willows in 1996. The station was a class A in Willows and became a Class B1 in Dunnigan. This opportunity was due to the move of the KQBR moving from 105.5 to 104.3. The transmitter sits in the hills just West of Woodland.
106.1 KCFA Arnold. Not really a move in, just a great antenna location with a good shot into Sacramento. The owner claims it as a Sacramento station, but the transmitter is about 75 miles away in the Sierras.
