New small town allocation is BIG NEWS.

The FCC has taken action which would open up a new frequency (107.3) for the little town of Goldthwaite, about 80 miles west of Waco. On the surface it doesn't look like much but by doing this the FCC has taken one more step toward killing what remained of a massive FM reallocation plan. That plan, which we've talked about recently, began years ago and involved moving about two dozen stations or allocations in Texas and Oklahoma. It would have brought another full Class C station into the Dallas-Fort Worth area, moved KWTX-FM from Waco to the Austin area and would have allowed KLTO-FM (97.7) to complete its move from Cuero to Converse (via McQueeney), with an antenna on the Tower of The Americas in San Antonio.

The original plan, debated in Docket 00-148, is virtually dead since the FCC approved many pivotal moves in the North Texas area. Though it was effectively killed by conflicting reallocations, it was replaced to some degree with another plan (the subject of Docket 05-112) and the Waco, Austin and San Antonio area moves were basically intact. Requests for new allocations at Fredericksburg and Llano further complicated what remained of the "southern" plan. Both requests were later withdrawn, which cleared the way for the assignment of a new allocation at Goldthwaite, and that has a profound effect.

The new allocation is subject to the final outcome in Docket 00-148, but that could be viewed as a moot point. As for Media Bureau Docket 05-112: ...the aforementioned Counterproposal jointly filed by Rawhide Radio, LLC, Clear Channel Broadcasting Licenses, Inc., CCB Texas Licenses, LP, and Capstar TX Limited Partnership, IS DENIED. IT IS FURTHER ORDERED, That this proceeding IS TERMINATED.

You're right, and I noticed that when I read the Report & Order. It's very tight. The new allocation (a Class A, like KLFX) specifies site restriction nine miles to the west of town to meet the minimum distance requirement.
