The FCC data base is showing a WPDB for Lewes DE Frequency given as 91.5 and very directional out to sea. Just what that area needs!

Channel 2 in Wilmington isn't that far along. The FCC has been ordered to approve the move, although with channel 4 in Atlantic City already on the air & covering most of the same area, I wouldn't be betting any money on anyone actually bothering to build channel 2.
Yep, the WPBD (Lewes FM) CP is solidly in the FCC DB. It was applied for in October 2007 and granted in May 2010.
As for the translators, even the FCC records on what a translator relays are pretty sketchy. The process for changing the station relayed is pretty informal.

True, channel 2 is the last channel I'd want my DTV station to be on. However, if channel 2 is the only channel I can get pretty much for free, I'm certainly going to take it! The legal loophole that's creating channels 2/3/4/5 only applies to those VHF-low channels. To get anything higher, you need to buy an existing station & pay a LOT more.
In any case, I don't think these owners really care about the OTA audience. While the *actual* coverage of a DTV station on channel 2 may not be very good, the *theoretical* coverage is just fine. And it's that theoretical coverage that determines where that station gets on cable & satellite. Which is how most people would be watching this new station, even if it was on a UHF frequency.
