New station on 103.7 from downtown San Antonio

Educational Media Foundation's 103.7 KXAI is moving into San Antonio soon.
I know it was talked about on these forums before, but they recently filed a new CP to move to downtown San Antonio, instead of the previously mentioned northwest San Antonio location

Only 2300 watts though, and at 119 meters. They can't go higher up? I think the tower is taller than that.
 
They're likely on a leased tower and that is where space is available or more likely, they have run every scenario and determined the 119 meters and 2300 watts is the best option for covering the hole of non-interference.
