New station on 90.7?

I’m hearing a preacher in Spanish on 90.7 FM all around Irvington BLVD.

At the same times I can hear a English station trying to fight on the same frequency.

Well, since there isn’t anything licensed for that frequency I’m guessing either a part 15 transmitter or a pirate.

What do I win?
 
KQLC in Sealy has a Spanish language religious format, but would be unusual to hear it that far to the east. I only get extremely weak and spotty reception of it in Cy-Fair.

Radio-locator lists LPFM KGBV in Hardin (near Dayton) on 90.7, but unknown format. I was unaware of it until now, as it is not listed on the lpfmdatabase website. Extremely unlikely.

The English programming could be from KVRT in Victoria, which is Public Radio. Can often be heard in Houston when tropo kicks up.
 
KQLC 90.7 is simulcasting with KHCB-AM right now

Locally, Radio Amistad is KHCB-AM, its translator at 101.5, and its network stations. KQLC in Sealy is simulcasting with KHCB-AM right now.
