New T.I.S. Station in Southington?

Is Southington getting a Traveler's Information Station (TIS Station). The reason I ask is because I'm getting a station on AM 1670 and playing on a loop is a recorded message "This is a test of the Highway Advisory Radio System in Southington, Connecticut. This is only a test." If so where's the transmitter?

Looking at the FCC site the transmitter is located on I-84 west bound at Exit 32. Theres also one listed (same frequency, same service) in Waterbury.
